    At Pipe Creek Monthly Meeting, held at Bush Creek, 20 of 4 mo. 1793, Joseph Talbott requested a certificate for himself, Mary his wife and their children, viz. Sarah, Elizabeth, Allen, and William to Westland Monthly Meeting." "At Pipe Creek Monthly Meeting held 18 of 5 mo. 1793, the Friends appointed produced a certificate for Joseph Talbott and family which was read, approved, and put in to the hands of Joseph Talbott to forward.

    Their grandson, Dr. Thomas M. Talbott (Robt.) of Washington, D.C., says that after leaving their home at New Market, Frederick Co., they moved to Sewickly, near Pittsburg, Pa., where his father was born in 1797; that his grandfather, "Joseph bought land in Jefferson co., Ohio, eleven miles from Steubenville, where he laid out a town and called it Richmond, after Richmond, Va."; that "There is now a large number of his descendants in Jefferson Co., and he is buried in the Quaker burying ground near Richmond"; that he remembers having read in a history of Jefferson co., Ohio, that his grandfather paid $2.50 an acre for the farm. Joseph Talbott died there 17 Nov. 1852. His widow (her grandneice, Mrs. Mary S. Plummer says) "was 102 years and a few months old when she died.

    Note:
    Joseph Talbott in the year 1799 bought of Bezaleel Wells the northeast quarter of Section 10, for which he paid $2.50 an acre. He settled there the next year and in 1815 employed Isaac Jenkinson to lay out a town with streets sixty feet wide and lots 60 x 160 feet.. The work was conpleted on September 20 and the new town named Richmond. B. Hartman built the first dwelling, a log house 18 x 28 feet, who also kept a hotel and followed blacksmithing. His house was located on the corner of Sugar and Main Streets. Allen Farquhar was the first storekeeper, and by 1817 there were five families in the town, those of William Talbot, Benjamin Hartman, William McCarrell, William Bahan and Anderson Judkins, the latter being the first physician. Richmond was incorporated January 27, 1835.

    I, Joseph Talbott, of Salem Township, Jefferson County and State of Ohio do make and publish this my last will and testament in manner and form following that is to say;

    First: It is my will that my Funeral expenses and all my just debts be fully paid

    Second: I give, device and bequeath to my beloved wife Mary Talbott all and every part of my Estate both real and personal during her natural life. She however first disposing of a Sufficient thereto to pay my just debts as aforesaid. And at the death of my said wife, all the property hereby devised or bequeathed to her as aforesaid or so much as may remain unexpired, to my beloved son Kinsey M. Talbott, and to his heirs and assigns forever.

    Third: I give and bequeath to my beloved son Allen Talbott one dollar together with all monies, goods and chattel hereto given him, and now in his possession and to his heirs and assigns forever.

    Fourth: I give and bequeath to my beloved son William Talbott one dollar together with all monies , goods and chattels, hereto given him and now in his possession and to his heirs and ass gins forever.

    Fifth: I give and bequeath to my beloved son John Talbott, one dollar together with all monies goods and chattels hereto given him and now in his possession and to his heirs and assigns forever.

    Sixth: I give and bequeath to my beloved Son Robert Talbott one dollar together with all monies goods and chattels heretofore given him and now in his possession and to his heirs and assigns forever.

    Seventh: I give and bequeath to my beloved Daughter Mary Parsons, one dollar together with all monies goods chattels hereto given her and now in her possession and her heirs and assigns forever

    Eight: I give and bequeath to my beloved Daughter Hannah Hammond one dollar together with all monies goods and chattels hereto give her and now in her possession and to her heirs and assigns forever

    Ninth: I give and bequeath unto my beloved son Joseph Talbott one dollar together with all monies, goods and chattels hereto given him and now in his possession and to his heirs and assigns forever.

    Tenth; I give and bequeath to my beloved son Thomas Talbott, one dollar together with all monies goods and chattels thereto given him and now in his possession to his heirs and assigns forever

    Eleventh: I give and bequeath to the children of my dearest daughter Sara Cole, one daughter together with all monies goods and chattels hereto given her to her heirs and assigns forever (Wife of Joshua Cole)


    Twelfth: I give and bequeath to the children of my deceased daughter
    Elizabeth French, one dollar together with all the monies goods chattels

    Abraham Birckhead and William Holland, Sr., were chosen by the vestry as the first Church Wardens of St. James' Parrish. Mr. Holland was probably a kinsman of Colonel William Holland. He served not quite a year as a church warden.
    Abraham Birckhead served as warden and as Clerk of the vestry, and on April 27, 1701, was elected to the vestry. This day must have been an important one for him. According to the church register "Mr. Abraham Birckhead, age 29 years born October 1675, baptized April 27, 1701," and the next entry on the register: "Elizabeth, daughter of Abraham Birckhead and Rebecca, his wife born April 4, 1701, baptized April 27, 1701.
